About The Circle

The Circle was founded in 1997 by Jenny and David Horsley with a clear focus: providing international tour operators with access to high-quality independent accommodation across Great Britain.

Over time, the business has grown into a trusted partner for tour operators worldwide, supporting programmes across England, Scotland, Wales, and, more recently, Ireland.

In late 2024, The Circle was acquired by Kleemann Tours. This brings together two established operations with over 30 years of experience, combining The Circle’s accommodation expertise with broader on-the-ground delivery and programme knowledge.

The team, relationships, and approach that built The Circle remain unchanged, now supported by a broader operational framework.

What we do

Accommodation remains at the core of what we do.

We connect international tour operators with carefully selected B&Bs, inns, and hotels across Great Britain and Ireland, supporting FIT and small group programmes with a focus on reliability and commercial practicality.

As our partners’ requirements have evolved, so has our role. Alongside accommodation, we also support wider programme delivery, including transport, guides, attractions, and local experiences.

How we work

We only offer what we are confident in delivering.

Much of our work takes place behind the scenes, often on a white-label basis, allowing our partners to present a seamless experience to their clients.

Where possible, we prioritise working with locally owned businesses that employ local staff and contribute to their communities.
